Mullin License Plate Legislation Heads to Governor

(Sacramento) – Assembly Bill 516, authored by Assembly Speaker pro Tem Kevin Mullin (D-San Mateo) will modernize California’s vehicle identification system by placing temporary license plates on vehicles at the point of sale.

“It’s great to have AB 516 headed to the Governor’s desk for his consideration and hopefully his signature,” said Speaker pro Tem Kevin Mullin. “The impetus behind this bill came from a fatal hit and run accident in southern California in 2013. The vehicle involved in this accident, that was caught on video surveillance has yet to be found and the case is left unsolved because there were paper dealer plates on the vehicle. Many crimes have been perpetrated since then that remain unsolved, in large part because the vehicles involved cannot be identified, beyond color, make and model.

The implementation of AB 516 will also provide $19 million dollars in revenue to regional transportation/tolling agencies that they have been missing as a result of toll evasion on our bridges, toll roads and express lanes. Here’s more in this Assembly Access video.
