Mullin Bill Takes on Disclosure Requirements in Social Media Political Ads
(Sacramento) - Speaker pro Tem Kevin Mullin is taking aim at the disclosure requirements in social media political ads in 2018. AB 2188, the Social Media DISCLOSE Act, seeks to extend rules that apply to other forms of media, by requiring the disclosure of the true funders of political ads presented on social media.
“We need to do more on the social media side to identify who is actually paying for political ads on the various platforms,” Mullin said.
In recent years, California has seen unprecedented campaign spending, with over $1 billion spent on ballot measures between 2012 and 2016. Campaigns have been able to hide behind misleading organization names, allowing them to conceal their top funders which led Mullin to author AB 249, the California DISCLOSE Act in 2017. AB 249 now requires the top three funders to be identified in television, radio and print ads for ballot measures and independent expenditures for and against candidates.
“Although AB 249 gave California the strongest campaign finance disclosure law in the country, it may not have been clear that social media platforms are included in last year’s legislation,“ Mullin added. “Since voters are inundated by political messages and advertising on so many fronts, AB 2188 will build on the improvements provided with AB 249 by extending those requirements to social media. I look forward to working with the California Clean Money Campaign and other good government groups on this important legislation."
